Saying "I like you" is a bad opener, he has no basis to judge that. He's seen her walking for a couple of seconds, so it's plain obvious to any women that he's desperate and say it to get something from them. It's certainly not like saying "I like you" because he knows her and values her personality.
It's even worse to say "I'm attracted to you" because that attraction is purely superficial, it's all he can know after watching a woman walk for a few seconds. It's shows he has poor standards, is naive and seemingly a pretty face and body is enough. What about the person inside the body? Obviously not that important to him.
Asking "do you like me?" reveals his lack of confidence, inability to read cues and of course his desperation. Just like when saying "I like you" he has no basis to say that, neither do women he just met. They can't answer the question because they can't know based on a few seconds of interaction. This guy seems to think attraction is just about looks and completely neglects personality, something that takes a long time to judge.
He doesn't know how to continue a conversation in the rare cases he gets them talking. When he does get them talking he also becomes surprised women talk to him and tell them that. Basically telling women he's not good with women and countless other women don't want him. It's like trying to sell a product saying "wow you want to buy this, nobody else did", I know I would change my mind if I heard that.
