Obviously, your post is based on ignorance.
My bet is that you've never spent any amount of time in SF or the Bay Area, and that your opinion is based on some media stereotype.
SF is a great place to meet single women and there are plenty of them.
If you're 21, check out the "Triangle" so named for the 3 bars/taverns that occupy 3 of the 4 corners of the intersection of Greenwich and Fillmore.
There are also several other bars/clubs/taverns in that area and it has a reputation as a pickup place.
If you are not yet 21, there are still numerous coffee shops, restaurants and outdoor festivals where there a lots of single women.
The Union Street festival is this coming weekend, and there will be plenty of hot, single women there.

Oh, and during tourist season which runs from about now until mid-October, there are plenty of European women here on vacation and they are not worried about their reputations.
What happens, IN HER MIND, is that she comes to see you as WORTHLESS simply because she hasn't had to INVEST anything in you in order to get you or to keep you.
You were an interesting diversion while she had nothing else to do. But now that someone a little more valuable has come along, someone who expects her to treat him very well, she'll have no problem at all dropping you or demoting you to lowly "friendship" status.

Not to many things will get your game shut down faster than using the term "Frisco" around the locals.
OTOH, SF has a large Asian population and there are plenty of hot Asian girls all over.

The Matrix, The Balboa Cafe, Eastside West, City Tavern, Triangle Lounge, Hi-Fi, Cozmo's, Mauna Loa, Gravity Room, Comet Club, Bar None, Blue Light, La Barca's, Silver Cloud
Most of these are bar/restaraunt type places, so most of them have no cover charge, and there is lots of street game as well because of all the foot traffic from people walking from place to place.
Good F/M ratio too - probably 50/50 and a majority of the girls are hot.
The age group is generlly 21-30, but that depends on the venue.
Weekends are best, but Thursday nights are good too, but it tends to die out around Midnight.
