She just not comfortable enough with you, even though its entirely possible she had a bad experience at one point, she'd be willing to give you a chance if she really thought something like in the past couldn't happen with you.

I had this chick who had a bad experience with her previous guy, he forced her head down to give him head, so she broke it off and swore off giving head.
