Amnesty International has previously accused Russia of war crimes and said that allegations against Ukraine "in no way justify Russia's indiscriminate attacks."
Schools and hospitals are usually big buildings with a lot of brick and concrete. Any reasonable person is going to hide from artillery fire in the best place.

There are no good guys in any war. The object is to win. Collateral damage is expected and while often times they appeal to the media to show what their opponent is doing, they don't really care as long as it helps them reach whatever goal they have.
War never made sense for the standard citizen. What do I get out of a war? Nothing. What would walmart get out of a war? Nothing. What would an elite with lots of monetary interest in a region's collapse or takeover? A lot.
Pretty hard to play by the rules when the enemy just doesn't give a fvck. If this is true (I don't blindly trust Amnesty International) I can understand it, but I don't like it at all.
I'd still prefer the Russians who started this war lost or just fvcked off and minded their own business. They could just not have and people would have continued their normal lives, instead there's just a lot of death, injury and money wasted on all sides.

Let's flip the situation and ask how the US would react to China setting troops on the border of Mexico and doing military collabs with India in the Gulf of Mexico. You know just some "peace drills" to send a message that they're a peaceful organization there to keep order in the region.
The US would bring out nuclears ASAP because of the Monroe doctrine (Cuba crisis anyone?), as did Russia. Not surprising at all really. This is how great powers tick. It's quite funny how only the europeans see NATO as a peaceful organization where asians and africans think the opposite.

That scenario is superpowers against each other, although Ukraine has shown they can last this long, it's not exactly comparable if you ask me. I doubt Ukraine poses a serious military threat to Russia if Ukraine invaded Russia.
Having drills near borders makes sense when there's tensions, one country had drills and didn't invade the other country and one country had a drill deciding to invade the other country. The way I see it there's quite a leap from having a drill near a border and attempting a full scale invasion.
