What do you think I should do if I know this girl who is always saying stuff like, "I have a serious question..." and then when I ask what it is she says, "Umm.. never mind... maybe later" Also saying stuff like "I don't know and you don't know and I..." and she doesn't continue when I ask her. She wants to tell me something but I think she is afraid or something. How do I get it out of her without being too pushy?

Women rarely say this out loud, but a man with a life is attractive before he says a word. The guy who spent Saturday deep-sea fishing and came back with photos and a story — he walks in already interesting.
The "22 Rules" pushed me to build a life worth talking about. Turns out the fastest way to be interesting to women is to be interested in your own life first.
You make a move if you want to date her. Plain and simple. Isolate her, and then pull some moves...kino to kiss. You'll push her ass off the fence so fast, there'll be no grass to catch her. You'll find out very quickly whether she's interested or not, and you can stop wasting your time over-analyzing this.

Well, then you need to make it obvious. If you already go out together if you're good friends, then you just have to start getting physical with her. Read up on Kino in the bible, and apply that when you two are alone. She'll tell you if she's not interested (though she probably won't use her mouth for this).
I'm fairly sure that most guys here will tell you that, it doesn't matter the circumstances if you want to have a chance with a girl, you have to make a deliberate, obvious "move" on her.
