Weight doesn't mean jack ****, just go and approach. Be prepared for some confused girls though, at that age they're pretty ****ed-up in the head 
yes it does. if you're bulked up with a low bf%, you have a much better chance of being accepted/of increasing their IL level.
nevertheless, don't use that as an excuse not to approach.
