It seems that all the hot girls in my school end up hanging out with complete jackasses. The girls themselves are ok, but some of their friends are just plain nasty. I understand that most of you are gonna say to simply look for girls in other places, but believe me... I've tried that, and had no luck, as school is the main place in my neighborhood/town to get girls. Any help?

I could talk to any woman I wasn't attracted to. Charming, funny, relaxed. Then a gorgeous woman looked my way and I'd become a sweating, babbling mess.
The fix took me years to find and ten minutes to learn. Nervousness and excitement are the same physical state — pounding heart, adrenaline, flushed face. Your brain just picks the label. And you can pick a better one.
Rule 16 shows you how. You feel the nerves, relabel them as excitement, and let that energy pour out as enthusiasm. Women notice the guy radiating it. They always do.

You said it yourself, it 'seems' as if all the hot girls end up hanging with jerks. It seems? So that, correct me if I'm mistaken, surely means you haven't tried ALL the hot chicks right? Stop playing the victim mentality and beat your defence mechanisms ie; the hot girls want jerks.
Take responsibility for yourself and stop trying. Remove that word from your diction, go and do. Make it happen player!

Make everyone friends. 
If everyone likes you, they would have no prob with you and the girl is yours.
Smile, talk to everyone and TALK some more. Don't be boring.
It's easy once you change the mindset to: "Everybody likes me." You don't need to be a jackass, just be that cool dude with the magnetic personality.

But don't overdo it or you'll seem like you're trying to suck their ****s. Learn to banter, and balance your friendliness by making fun of those guys sometimes. In order for this to work, know your state. If you're angry, go away, since being angry will make you seem like an ******* to everyone.
