Not necessarily, you could just have them on you to write stuff down. Besides, it looks clumsy if you ask a chick for her # but have to check for a pen for 10 minutes. Not really important to have unless you are on the prowl -- you could meet a girl on the bus or outside walking and what would you do? you don't need paper, just write on your hand.
