I did a quick search on duckduckgo regarding the status of the civil war in 2013.

There wasn't much that came up, however this Brittanica site suggests that it was really a stalemate mid 2013.

Again, I do not know whether to believe this or not, however I am confident there will be different sources saying different things, based on their different agendas.

With the proliferation of fake news, the best approach is to be skeptical of everything unless the proof is undeniable.

If I'm Assad.

Knowing that situation on the ground has come to a stalemate, and knowing that one contending party WILL need tip the balance ASAP to ensure a likely outcome in either favor, I'd make a fast and assertive push to gain tactical advantage - using any weapons at my disposal to achieve it.

Since daily bombardments, air raids, cutting off food/medical supply routes has not made much of a dent in the 2 years since the 1st uprising, not having the numerical numbers has compounded matters and the only edge I have was superior weaponry, I'd resort to terror and unimaginable horrors to breakdown enemy moral, to chisel away their support by attacking civilians, killing children and women. Making the average Sunni man turn towards protecting his children/family. Making them surrender.

A limited chemical strike will have that effect.

For losing is not an option. Surrendering is not an option. Only winning the war conclusively will avoid an alawites genocide by the Sunni's.

If I am the rebels and I am now stalled, I know the US supports me and will give mikitary aid if we make it appear chemical weapons are being used.

They were getting aid. The Arab Sunni countries were already aiding them. Turkey too. I'm not sure about the Americans but it's likely they were using proxies to supply arms via Israel.

The rebels didn't have access to Syrian chemical stockpiles.

If I were Assad, I would choose stalemate over the US joining the fray.

If I were Assad and knowing what I know about Obama, I'd do a limited chemical strike to get my terror psychological warfare going, win back lost areas via surrender, with minimum casualties on my own troops and push out the narrative that the rebels themselves were using it on their own people. Even if there's conclusive proof that a chemical attack did took place, I'd simply push out the narrative that perhaps one of my bombs dropped on the rebels chemical bombs factory. Who can say otherwise then?

All in all a win win situation for Assad.

The rebels had 50% of the country. One cannot claim the rebels held large territories but not have access to the weaponry.

Assad knew the US would enter upon use of chemical weapons, as did the "rebels", regardless of any narrative or facts.

Sure they had weaponry.

Mostly small weapons.

What they had that every government fears is massive popularity to up rise. If millions upon millions of men carried 1 single AK47, any govt will topple.

Assad used to have 100% of Syria under his control.

Now he had 50%. It was no stalemate, he lost 50% control by AK47 toting men who on the average have no prior training.

But Assad has advance weapons, warplanes, missiles and chemical weapons at his disposal.

Since 2011, 2012 he had used all those advance weaponry and lost 50% of the ground. Guess what's left to be used and ultimately turned the tide in his favor by 2013 onwards ?
