If you see the individual and talk to them briefly once a day a few times a week is it better to set up a date in person or over the phone, given the circumstances a girl gave me her number without me asking again. And I am wondering which road to take

It doesn't make any difference. Just remember in the initial phase of the relationship to take her out only on the weekdays, never the weekends.
