I think the PuertoRicans should be deciding their own destiny and not be dictated to in such a fashion. I also doubt the icelanders and norwegians would be interested in joining the US and giving up their sovereignty in the process.

Washington, DC is ur country's capital, very much doubt it will be a state, rightfully, it belongs to the federal govt and should be govern directly by the federal govt via a dedicated ministry, as in most countries.

I'm confident that they have the ability to enact bylaws that's pertinent to their city and wellbeing.

BTW all central governments, in the entire world needs land to operate from, they can't simply operate on land that's govern by a separate govt, it will create tremendous problems for a country to function.
