First of all, back in May I went through a break-up. I am now finally over it and ready to move on.

I am what you would call a beta. A people pleaser. I am reading the DJ bible and other sites so that I can work on my game. I am loving it and already seeing some improvements in my life. I work hard in the gym and have seen major results. This has helped my confidence level a lot.

Tonight I will be going to a bday party and I plan on chatting up chicks and hopefully get a number of a specific chick. I have always checked her out but I was engaged so not available. She is a friend of a friend. How should I approach her tonight and let her know that I'm ready to escalate our "status quo"?

You're still going at it the wrong way. Go to the party without expectation. Have fun. If you become outcome dependant, you're bound to fail. Prepare yourself if the CHANCE does arise rather than flabbergasting it. Besides that you should be chatting and flirting with ALL of the woman.

UPDATE: the original chick never arrived at the party but I followed your advice and flirted with all the girls. I got invited by one girl to a party saturday night. I had a blast there and then got the digits of a hot blonde.

so I would say all in all a very successful weekend for this noob.
