A HIV infection is inactive when there are no viruses circulating in the bodily fluids, but their genetic code is still (and always will be) present in the DNA of some of the person's T-cells. The person isn't contagious and won't develop AIDS, but only while they keep taking their medication.
The risk of HIV transmission by vaginal sex is extremely low - even untreated, it's less than 0.01% - but it's risking a lot, so always wear a condom if you don't know for a fact that the person is clean. Luckily in the developed world, HIV is almost exclusively restricted to gay men and intravenous drug users, and even then, only the minority who are careless (or raped).

"Pulling out" is effective contraception. The failure rate, assuming you pull out on time, every time, is about 5%, compared to about 3% for condoms.
Then again, the kind of person who would rely on that is probably not the kind of person who can pull out on time, every time. I can, but I still use condoms with people I don't trust because pulling out doesn't protect you against STIs.
