Could not going out for a year affect my social skills

My university sucks and its a way waste money and time to go out. My gpa isnt superb, so I need good social skills.

One great way to meet people is to study with them in your class.

Socializing with people (regardless of who they are) leads to opportunities of meeting more people...

Yes it can, because social skills need to be exercised in order for them to be at top form. Being isolated for that long will no doubt hurt your social skills.
