Why was she busy? If it was a legit excuse, maybe. If not, likely just a way to keep you as a backup in case the guy she is seeing now doesn't work out/committ.

Dude, that's a 101% rejection. I'd keep it friendly and not bother. If she brings it up, pounce on it, otherwise you'll just become her orbiter waiting for her to decide when to go out. Giving up your power and options before the first date is a horrendous move.
