without giving them the power? It feels like, whenever I ask a chick out, ask for their number, or hit on them... that, I am giving them my power... you know? Or is this just the way it is..

Basically, you do it in a way that she CAN'T say no to.

Don't ask her: "Would you like to go out sometime?" because she can say NO to that, and it's very easy and very common for her to say no.

No, you don't give her that option, instead you say something like:

"Saturday night, I am going to go to BLAH. I'll have to think about it, but I'll let you tag along if you're nice to me."

Say that in an almost authoritive tone, and smile when you do it (you really have to come across as "laid back" with the tone).

If she shows interest, then get her number and tell her you'll call her. Wait about 2 to 3 days and call to confirm.
