That's the major reason that you won't find many 29 year old women with 70 male sex partners.But the logistics of that is a lot harder to pull off, not to mention women's mentality with anxiety stop them from going out with lots of guys to begin with.

It is possible for a woman to have sex with 70 men in 15 years between ages 15-29. That's only a little more than 4 men per year for 15 years. It seems like it could happen.
However, female fussiness and sex exclusivity windows usually get in the way of having that become reality. Most women will get boyfriends and not have sex with other men during large chunks of that 15 year window. Some also take breaks from having sex during that period due to emotional trauma. Some women also might not have sex at ages 15-16, reducing the window of time they have before their 30th birthday.
While women have plenty of opportunities for sex, the desire to have sex with most of their opportunities isn't there.

In 2012 alone (the first year I was sexually active), I had 6 partners (all of which were free). Had I continued my lucky streak of 6 free partners per year, I would have had a whopping 60 free partners by the end of 2021 (the year I turned 30). Pretty close to 70...and that would be with me getting a late start (never having sex until I was 20).
My sex life took a severely wrong turn somewhere along the way (the fact a dude who had 6 free partners in 2012 alone has only had 3 free partners from 2013-2025 combined)
