3 weeks ago I got the number of a beautiful woman I'll call C, the first letter of her first name. Today I texted her. I'll refer to myself as J.

Me: Hi C, this is J

C: lol J who? My brother?

Me: No. We met at [name of park here]. You showed me your fish keychains

Me: About 3 weeks ago

Me: J Davidson, but I don't think I told you my last name before

Me: Anyway, how are you doing?

[My intentions are to either hookup with or be in a relationship with C]

What should I say next? Any advice would be appreciated!

You see, it started with the "playing busy" and waiting 3 weeks to text her. That shyte only works when you are 1. Sincerely busy 2. Know how to actually play that game and 3. You left such a huge impression that you KNOW she waited 3 weeks.

Best course of action is to shut up ,wait, and if she does respond to be straight to to the point ( as in setting a date)

There is no salvaging this. You waited too long, it's likely she genuinely don't remember you.

Next time, don't wait 3 weeks. Text within 3 days tops, preferably get the ball rolling the next day or 2 days after if you just happen to not have much time the next day.

A few DAYS, not a few WEEKS. It's the difference between swatting your toddler on the backside with an open hand, after they've run out into the street VS Stringing the poor tyke up by the wrists from a ceiling fan, and flogging them with a fan belt, for "looking at you the wrong way"

The former is inconsequential, while the latter carries with it life-altering consequences for all involved
