They essentially are equal. Each state gets 2 Senators regardless of population while House Representatives are apportioned to states based on population. So while California can exert tremendous influence in the House, smaller states like Nebraska can fight back in the Senate.All states should be equal.
For any bill to become law they must pass both chambers of Congress and be signed by the president. This system forces cooperation between the House and the Senate which solves the dilemma of population imbalance between states....
