Be in good shape. Don't be stoned or drunk when you meet her (trust me you are NOT more attractive when you are inebriated) Dress appropriately. Have good hygiene. Don't be afraid to approach her, ask her out. Be charming and funny, make sure she does most of the talking.

I agree with RM about fitness. But on the looks topic, I think hairstyle is critical. Trying to optimize your hairstyle (or shave/buzz if that's your thing) is powerful in terms of initial attraction.

Instead of you trying to impress her, get her to start trying to impress you - switch places with her on the pedestal.
