the other day, Hitch was on TV and it came to the first kiss part. Smith states that for the first kiss, you should go 90% of the way and let her go the last 10%. BS or legit ?

The whole stopping thing gets around in the dating advice world. It's supposed to maybe generate excitement and maybe anticipation.

Just kiss her already. Best to do it after you have initiated lots of kino and at around the half way point of the date. If she resists then you know to direct your interests elsewhere.
