depends on the context of the situation
1. does she reply quickly/energetically/with multiple messages/with long messages? those are all signs of high interest whereas if she does none of that that's a sign of no interest
2. how long are you waiting? if it's been less than 24 hours she could have a busy day, if its been less than 3 days she could have nothing to say right now (unless she goes 3 days without texting you really often) but if it's a week+ or a month that's either absolutely 0 interest or a girl who's a princess(expects you to come to her like a dog)/coward(too shy to hit you up ever because of insane basket case rationalizations), there's the rare ocassion where she ended up in prison or something though.
3. what type of girl is she? plenty of shy or insecure girls or girls with poor social skills can't hold a convo and don't always start one, on the other hand if she's an outgoing confident woman then the only reason she would possibly not text you ever is if she's too busy with other guys
ultimately the way to figure it out is simple: if things are going well otherwise then it's not a big deal, swallow your pride. if things are going downhill or there's other signs of low/no interest then make your escape plan and try to fix things

I don't know what age group your talking about but once you're in the corporate world you got to hustle... I have women that I might as well forget hearing from until they are done for the day... then convoys can happen... Same with me... I turn off my personal phone once I'm busting my ass.

though I'd definitely say not to date anyone who's particularly busy, that doesn't sound fun

Simply put, yes. Females are pretty much inseparable from their phones now, so yeah, she's getting your messages, and no, she doesn't care to write you back. Next her or be her court jester.
Just because a woman listens to you and acts interested in what you say doesn't mean she really is. She might just be acting polite, while silently wishing that the date would hurry up and end, or that you would go away... and never come back.

This is where I’m at, just moved to a state I know nobody within. What’s more it’s all small townish so a lot of this “have a million options type of game” isn’t practical for me at all even though I go out 4 times a week to meet people

I agree. I'm at the point at which if I get any indication of low-interest, I make sure that she has my phone number (e.g., from our last call, or a text message), and then I move on until she decides to contact me. Of course when the gal does contact me, she asks me what I didn't try to contact her again ("uh, I guess it slipped my mind").
I have an off again on again FWB that I see and we maybe text 2 times a month if that but she is always down to fvck me so sometimes the frequency of the texts don't ALWAYS reveal their interest level...sometimes these b!tches hide their IL.
