They know full well that a free man is an "unknown" and therefore "unpredictable."

If I'm not quoting someone then I'll at least tag that person. For example, @justaroundthecorner I talk smack about him, but I'm tagging him so this way I'm doing it in front of his face as a matter of respect.

To answer your comment, there's three possibilities at work here:

1. He thought he had a chance for survival and took out the enemy before the enemy took him out.

2. He thinks he's getting rewarded in an afterlife that doesn't exist and foolishly sacrificing himself.

3. He no longer values his life and at least he gets to go out in a blaze of glory.

Here's the issue and what needs to be done

Love is a selfish emotion, and sex is the expression of a person's core convictions. Love and family formation cannot effectively be forced upon people. Anything that is forced diminishes a person's capacity to be human, and often produces the opposite intended affect. Unfortunately the Japanese government, or individuals like @Scaramouche and @justaroundthecorner fail to understand basic human nature.

From a policy perspective, the answer is to get the government out of the lives of the Japanese people and allow the free market to work its magic. Get rid of government intervention in the economy so that asset prices are allowed to crash, making it more affordable for young people, thus giving them an opportunity for a better future.

More essentially, the solution is to promote a philosophy in higher education that values reason and reality above all else. From there, that philosophical influence will permeate across all of Japanese society, making the Japanese more effective thinkers, thus boosting each individual's self-efficacy.

After that, it's just going to take time. This problem will not be solved over night with the correct methods, and made worse if they implement a tax.

If old texts are to be believed, Greek men generally preferred the company of young boys. In that context, it's understandable why some form of communal pressure would be necessary to get a Greek bachelor to commit to a woman and start a family.

The Japanese "bachelors" of today are single for a different reason. They are incels. Taxing an incel for not being able to attract a woman is akin to taxing a person with Down's Syndrome for failing to win a chess tournament. It accomplishes absolutely nothing, except being another cash grab for the state. If behaviour modification was the ultimate objective, taxing single women would be a lot more effective. All those single ladies in their 30's who are still "trying to figure out their relationship type" are single by choice. Of course, the Japanese leaders, being even more emasculated that their western counterparts, would never do that.
