Your genes will only take you so far, and then so will the way you dress, and the work you do.
Obviously you can work on all these aspects at the same time (and should) to make the transition faster. The only issue is clothes. If you are a skinny guy now and buy a new wardrobe, and eventually put 50lbs of mass, you will most likely have to buy again, which sucks.
I would say a good transition would be;
A) You are an average looking guy
Hence, work on your physical appearance, notably your facial features. Trim your beard, get a fitting haircut for your head type/ear type, etc. If you have dry skin, use lotion, etc. This will bring you to the next level
B) You are now a pretty guy
Hence, you need to keep working on your physique to make you hot. Now that you maximized what nature has given you (facial-wise), it's time to work on the rest of what was given to you; your body. Hit the gym, work on your posture, and your body language
C) You are now a hot guy
Once you got a good physique from pumping iron/being active, and you take care of your physical appearance (trim your bead, good haircuts, lotion if you have dry skin, etc.), the next big step is clothes. Clothes play an essential role in the way women look at you. I have had both worlds: Physically very muscular, but dressed like ****. Then, due to a nasty injury, I lost most of my mass, but I learned how to dress very nice (matching colors, matching patterns, fashionable clothes, good shoes, etc.). Let me say, the latter got me more attention from the ladies than the former. So yes, having a good physique helps, but what is really important is how you portray it, such as clothes.
D) You are now a gorgeous guy
This is where I am at now. However, I want to reach the final step. The step that puts you apart from "gorgeous", that most men can easily reach. Y'know, be the kind of guy that women will fantasize about. Obviously I don't want to be a Brad Pitt or a George Clooney, these guys have things I do not (fame and fortune), but I refused to believe you need forture, power or fame to reach the final status of physical attraction.
Here is where I ask you guys. How do you go from gorgeous, to dreamy?
