You treat her like any other girl. Do you have her number? Call her up and ask her out. If she's interested then she'll go out. If not, then move on.
If she broke up with him then she's ready for someone else (or has possibly already found him). If he broke up with her it will be harder.

This is true. I think the advice on here is to meant to not let girls go on and on and treat you like a girlfriend. You need to make sure she knows that you want a physical relationship (male/lover) and not an emotional one (female/friend).
