Not talking about a chick already dating you, you dated, ONS, etc. I'm talking chicks you know or meet that brush your arm, put their hand on your chest, or give you their hand to "steady" them while they adjust their heels etc.

If a chick you haven't dated, slept with, been seeing etc. makes it a habit of "innocently" touching you while talking, looking into your eyes etc. you might want to make a move and escalate or at least ask her out. She's touching you for a reason.
