It all boils down to conditioning. The white man will stand there and "think", and the black or latino man will "act". The white man (and this is broad generalization) was probably raised in the suburbs, and growing up, the worst thing he had to deal with was being called silly names or getting a black eye from a fistfight. The black or latino man (again, broad generalization) was likely raised inner-city, and grew up around crime and violence. So when a white man is in situations like this, he'll start thinking, "Wow, I'd really like to do something, but I might get hurt, or killed. Worse yet.... I might go to jail." because he's never been in this situation before.
