I believe those messages are sent to all moderators and admins as an email.

Yes, clicking on "Report this post to a moderator" sends an email to the moderators of that section and Allen. All we (moderators) can do is delete the post, close it, move it, ect. Only Allen can ban, which explains why sometimes trolls go on longer than expected.
