Today, reports of a massive, a multi-carrier cell outage this morning EST and a separate story about Pharmacies being targeted.
I'd bet these are linked - giant DDoS attacks have come from many countries for years. When I managed my own servers exposed on the net, I blocked several countries, whole classes, and A's; it dropped the size of my firewall logs to nothing.

I am surprised that these companies do not have tighter POE countermeasures - usually a well configured endpoint provider can handle these attacks well, along with tight layer rules...
