After clubs and bars close. A lot of people tend to gather at one food spot to get food before they go home. Figure out where this spot is. And that's where you'll want to do your approaches. They're just coming from the bar/clubs. So will still be in a "talking to strangers" mood vs randomly approaching girls on the street at 1am. Who may not be tipsy or in a talking mood.
