Who's allowed to post attachments?

Just a question for the moderators (or anyone else who might be able to help) - I was trying to add an attachment (an image) to one of my posts just now, looked up how to go about it in FAQ, but when i came to write the reply, there was a message saying 'You may not post attachments'.

Why is that? - I've seen lots of other people with pictures attached to their posts, are only certain members allowed to do so?

Sorry, I'm not following you. I'm not sure if attachment is the right word for it but specifically, I'm wanting to transfer photos from my computer (which i've transferred onto my computer from my phone) into my posts.

I don't understand why you say its only for moderators and admin cos i've seen plenty of normal users like myself with pictures and attachments in their posts - such as a thread titled 'Post your picture only', and guys who've included photos in field reports.

There may be summat really obvious i've missed here but i really can't see where i'm going wrong - if anyone can, then please put me to rights!!

Thanks, i knew there must be some way of doing it. I didn't actually know about that imageshack before, i'm not a computer nerd!!
