If a chic says NO --flat out--to me ,even though I know she wants it,I never,ever look back no matter what.

Now if she's just playing hard to get like most girls do,that's different.

But if she's playing games to the point of acting like she doesn't see me,trying to get me jealous,always has excuses when I call her,then **** her I'll never even look at her again.

flirt with her and just keep talking nonchalantly don't wait till she response right a way just wait to see how she acts around you in hindsight, after you flirt with her then if she likes it take a step back to pull her in wait till your comfortable and flirt with her some more make sure shes flirting with you as much as you to her AND ALWAYS REMEMBER that to much flirting becomes boring after a while so stop let her try an initiate the flirting but don't fall into it, just act like you have other priority's to deal with at the moment then when shes not expecting it raise her interest level with some flirting when your ready.
