It can be both. I reckon the large majority of women do it around all males, so I usually don't read too much into it. However, if it's one on one and all the other signs are there like good eye contact, trained attention, good BL then it probably can be reinterpreted in this context as an IOI.

Well yea 1 on 1 I realize this and I've been on dates with girls where they do it nonstop, almost like a twitch, but I just meant in general when you end up next to a stranger somewhere or pass them by on the street.

I wouldn't even think twice about that,their hair could just be in their view of sight and they are just repositioning it or something along those lines. I wouldn't overlook it if you are on a date and you two are having a great time,eye contact,kino and all.
