As a young guy myself, never take college chicks out to dinner. Way too high pressure and expensive. Dinner dates also make for shítty dates in general. You just sit there & eat. Thats a girlfriend thing. Find something cheap and less serious to do. A school event, walk, etc.

If I were you I wouldn't reply to the text. Just see her in person and gauge her interest. If it seems likely, ask in person to hang out.

In my opinion there is no one-size-fits-all logic to this.

My feeling is, If you saw her Weds., and she suggested a second date, then you have a date secured for the weekend. Invite her to eat with you at a specific day time and place, and when she accepts, say, "Great pick you up at (time)??" picking her up increases the oppty. for sex.

Followed your advice, but she said sunday she wasnt free and didnt offer a counter. I asked what day would be better , and she said she will come back to me during the next week. I said OK no problem, and after deleted her number.
