skinny fat guy needs advice

i am what you call a skinny fat guy. i got skinny chicken arms, skinny neck, no chest but i still have a spare tire of belly fat i'm trying to get rid of (i do 60 min of cardio every day). i'm 26, i weigh 141 lbs and i'm 5'8". i lost about 40 lbs so far and i feel i made lots of progress but i'm tired of having chicken arms ... i want to add muscle while shedding the fat from my waist. what kind of plan do you guys recommend. should i keep jogging 60 min a day in addition to lifting some weights? i eat pretty healthy but maybe not enough to start bulking up. (usually oatmeal for breakfast, fruit for snacks and some steak or chicken for supper. i drink only water and maybe 2 cups of coffee a day).

im kinda like you, but i got some chest and only a 4 pack, the fat at the bottom is blocking it so ya i know how u feel with the chicken arms and stuff lol

Ectomorph: No you are not. You are skinny. If you can see your abs, you are NOT skinny fat.

OP: Do some research into 'skinny fat ectomorph'. As far ask bulking goes, you need to shed the spare tire before you do that. Do your best, and remember to do things that work for YOU. Everyone is different.

I'm going to disagree on that part. I'd start bulking right away, but at the same time take care to get a low fat intake. This means lean ground beef, beans, non-fried chicken, and so forth.
