You wouldn't turn around right away and introduce yourself unless you were sure what she looked like. And you wouldn't do it after 15 minutes because that would be awkward.
So a guy doesn't know what you look like, turns around, and introduces himself from a note. No way in hell he is doing that unless he knew what you looked like.
"Text me sometime"? You can't text on the plane, there is no wifi, so you have to text off the plane. Once you are off the plane, what are you going to do; text her: "Yes I'm interested, let's meet at Gate C and have a coffee." Assuming she has no ride waiting for her and he has no ride waiting for her.
