there is no "proper time" that is in stone. You have to trust your gut instict as to whether or not she's "feeling it". Usually at the night if theres an akward pause as you're saying goodnight she's thinking "kiss me you fool".

I just go for it when I think it's time. Usually you can kiss close at the end of a date.

Here's my MO
about 15mins before the date ends, give her a piece of gum or one of those breath freshener (that's typically a "hint") and just grab her close to you and kiss her. It works for me.
If she doesn't kiss back...get rid of her. she just not into you.
