I was going to post 13th step as a joke lol. But seriously i think its an alright bar only thing is it can be a really young crowd, although ive taken home about 3 girls from there lol It can get crowded and roudy with the college dudes spilling beer everywhere. I'd say try a bar a block down called the Central Bar, Ive found girls a little older there and it isnt that expensive. 2 faves of mine are 13th Step (early drinking, chilling, beer pong) and then go by the Dark Room. Very dark lighting, good mix of types of people, decent music but VERY loud.
These arent the best, but you said you arent a big spender. And given who your wingman is, I think they are decent spots. 13th Step is almost like a college bar. Most folks are 21 - 28...and theres beer pong and stuff. Lots of cute girls. You can usually meet someone there and then ask if they wanna hit up another nearby spot. The Dark Room though is a tad awkward since the lighting isnt the best.
If you want less loud music, and a little bit more laid back and spacious, you can check out McSorleys or Pianos
