Penis hasn't come out all the way?

when i am erect, my penis just sticks out. I can't put it up in my waistband, for example, and I can't move it from side to side or up and down much. When i am hard, if I feel with my fingers it seems like more of my **** is inside, past my scrotum.

that's were it gets interesting.

I'm 21, but I have the suspicion that perhaps I am not yet fully mature.

For instance:
I have a very weak beard. (my blood is Western and Central European, and all of my male relatives have thick facial hair.)
I noticed I am getting more body hair, such as the hair that has just recently started to grow on my upper arms and back.
According to a vocal music major I know, my voice still sounds as if it might be still developing, like an adolescent.
My ejaculate is clear. This may mean I still have a low sperm count.

Any thoughts?

Not sure if this helps, but everyone has "inner" penis. I don't know what not being able to move your **** has to do with anything, just sounds like a strong hard on.
