Number not working?

If I call someone's number(yes it's a working number) and it says "This PCS number is temporarily not in service", what does that mean? Does it mean their number was temporarily shut off or is it permanent? Or did they just forget to pay their bills/out of the area? Anyone have experience with anything like this before?

Um... you do know service can be spotty in areas right? Dead spots in service. You did not say how many times you kept trying to get though or anything like that
