If they havent got the relative coverage maybe they need to make apprentice mods with limited powers. Deleting threads and such but maybe not banning?
Make one or 2 of the heavy regulars into them...
Its a real pity we are having to talk about this situation when alot of AFCs out there need advice.

There are some things that vBBoards can do that would help the situation. I don't want to detail them here because then it would be easier for those who want to get around them, but I can PM some of the mods or admin about them if interested.
