when you do this are you supposed to be flexing/contorting to get the biggest possible measurement (or sucking in your gut on the waist) or are you supposed to measure lets say your arm when its relaxed and in a resting position?

If you're measuring for clothing, you should be relaxed. If you're measuring for bullsh!tting rights, then you can take both flexed and relaxed, as long as you say which is which when you're telling people.

Well, in those journals and BB articles, a 19-inch bicep refers to the circumference of the bicep when flexed. I don't know why you need to know this info though. This is kinda meaningless for an average Joe.
