hey I have been a taking taekwondo for about 5 years now i have been to the nationals qualified as 2nd place blah, blah, blah. My main point. I am in very healthy and good shape about 5'7 and 135, which can be my concern. I know that i'm skinny, even though i have muscles and you can see them clearly I just want to be a lil bit more bulked up around the waist. I don't want to be a heavy weight 200lbs man, because of my weight division class that i'm sparring in. Is there anyway for me to getting a bigger waist w/o gaining too much lbs?

You can do heavy lifting without raising calories. You will gain strength, a little development, but won't gain the mass.
