Because they CAN check the paint, whereas they CANNOT check the number of stars in the universe (if they could, they would).

I can solve this mystery for you. The lights are there to make the plane visible to other aircraft, mainly to ensure two of them don't slam into each other. Also to signal intent. Ever heard of instrument flying?

The lights are not used to navigate the plane. They navigate with instruments, not headlights.
