Today I saw the girl that I went no contact with a few weeks ago due to her flaking on me a couple of times, (I'm busy). She came up to me at college really upbeat and excited but I cut the conversation short as I was meeting up with another girl. I bumped into her again when I returned to college and ended up walking around the shops with her after class, she basically followed me so I didn't really have much choice.

So while we were walking she said that her workplace were holding an activities day for children to get in the Christmas spirit (she works at a fast food restaurant just outside of the city) and that it's going to be great fun and I should come by and try some of the activities. Is this her way of asking me to meet up with her and do you think I should go?

Just because a woman listens to you and acts interested in what you say doesn't mean she really is. She might just be acting polite, while silently wishing that the date would hurry up and end, or that you would go away... and never come back.

Id say it depends on what your goals with her are...?
I'm looking to F-Close. There could be a LTR later on down the road but only if her behaviour improves.

Yes, it's her way of asking you out. Tell her that you're busy and can't make it but one of these days, you'll call her up. That way you don't seem to available and the power remains with you. You don't really want her taking the lead or asking you out. That's just my advice.
