This notion is completely ridiculous, it wouldn't change a thing. Men (and women) who are going to play away will do so either for free with someone they meet or with a prostitute, legalising prostitution won't make more men more likely to cheat on their wives (or more women cheat on their husbands). Look at Holland, it's known for it's tourism for prostitution but not a reputation comparable to what the op mentioned, comparable with the forces.
What has seemed to develop within many marriages in the armed forces is because it's much more socially acceptable for guys to see prostitutes and cheat. I know people in the forces and they all say the same, there are fewer couples that remain faithful.
(I'm not having a go at the armed forces, I'm just stating the reputation they have for this kind of thing.)
