There is no one way to escalate for OLD and IRL.

For OLD:
Don't beat around the bush. Ask for the number, the date, drinks or whatever as soon as you can. Can be after a little back and forth but don't waste your time. Schedule a hangout and say bye, chat soon. Make sure to confirm times the day before and check in about 30 mins before the date. You can even say, hey I'm going to be 10 mins late, see what she says. There are so many time wasters and flakers out there, so don't be surprised.

IRL:
There's so much info on the forum about this. Do some searching and you'll find some golden threads.
