Of course he can. People have a right to refuse treatment if they want to. Now maybe if somebody comes in to the ER in a coma and about to die, the doctor can operate to save him without permission since its not possible.
But cancer doesn't change much in one day. He should have woken the guy up and told him, and asked how he wanted to proceed. Just deciding that its best to chop off his penis is idiotic and he deserves to lose his license and more.

I had this, but was only able to pull my skin back when I was 20. Didn't matter, never got laid till then and I always used plenty of lube while masterbaiting. I always pulled my skin back in the shower to get as much cleanage as I could. About 2-3 before I was able to pull my skin back all the way, masterbaition was very irritating.
