is it ever ok to talk about money? every scenario that I can think of makes you look cheap

examples:
girl: nice shirt
guy: thanks, it was only $25, I couldn't believe it
girl: this guy is cheap

guy: wanna go out?
girl: yes
guy: ok, my treat
girl: this guy is cheap

is it ever ok to talk about money or to make money an issue?

You should be fine money talk or not. But try to avoid it if you want to.
