Does touching mean anything when it comes to flirting?

I'm starting to think that any "sign" from a woman shouldn't be construed as anything positive or negative.

For instance, a HB was rubbing my face with her hands and running her fingers through my hair. however it was it seemed that she was just demonstrating that she could do that and I was letting her. Once I realized I was letting her do what she wanted I then said "hands off the merchandise" for some push/pull.

I'm feeling like a lot of signals like this is just women doing it because they can.

It could really go either way. Recently, I was hanging with a girl from work and she was touching my arm and running her hand through my hair. When I texted her though to hang solo she never even responded back.

Honestly, what I learned is if you feel you have IOIs you just have to go for it. The worst possible thing that can happen is you get no response and that isn't even so bad.
